WASHINGTON - The Supreme Court ruled Thursday that Americans have a right to own guns for self-defense and hunting, the justices' first major pronouncement on gun rights in U.S. history.

The court's 5-4 ruling struck down the District of Columbia's 32-year-old ban on handguns as incompatible with gun rights under the Second Amendment. The decision went further than even the Bush administration wanted, but probably leaves most firearms laws intact.

The court had not conclusively interpreted the Second Amendment since its ratification in 1791. The amendment reads: "A well regulated militia, being necessary to the security of a free state, the right of the people to keep and bear arms, shall not be infringed."

The basic issue for the justices was whether the amendment protects an individual's right to own guns no matter what, or whether that right is somehow tied to service in a state militia.

Writing for the majority, Justice Antonin Scalia said that an individual right to bear arms is supported by "the historical narrative" both before and after the Second Amendment was adopted.

The Constitution does not permit "the absolute prohibition of handguns held and used for self-defense in the home," Scalia said. The court also struck down Washington's requirement that firearms be equipped with trigger locks.

In a dissent he summarized from the bench, Justice John Paul Stevens wrote that the majority "would have us believe that over 200 years ago, the Framers made a choice to limit the tools available to elected officials wishing to regulate civilian uses of weapons."

He said such evidence "is nowhere to be found."

Justice Stephen Breyer wrote a separate dissent in which he said, "In my view, there simply is no untouchable constitutional right guaranteed by the Second Amendment to keep loaded handguns in the house in crime-ridden urban areas."

Joining Scalia were Chief Justice John Roberts and Justices Samuel Alito, Anthony Kennedy and Clarence Thomas. The other dissenters were Justices Ruth Bader Ginsburg and David Souter.

The capital's gun law was among the nation's strictest.

Dick Anthony Heller, 66, an armed security guard, sued the District after it rejected his application to keep a handgun at his home for protection in the same Capitol Hill neighborhood as the court.

The U.S. Court of Appeals for the District of Columbia ruled in Heller's favor and struck down Washington's handgun ban, saying the Constitution guarantees Americans the right to own guns and that a total prohibition on handguns is not compatible with that right.

The issue caused a split within the Bush administration. Vice President Dick Cheney supported the appeals court ruling, but others in the administration feared it could lead to the undoing of other gun regulations, including a federal law restricting sales of machine guns. Other laws keep felons from buying guns and provide for an instant background check.

Scalia said nothing in Thursday's ruling should "cast doubt on long-standing prohibitions on the possession of firearms by felons or the mentally ill, or laws forbidding the carrying of firearms in sensitive places such as schools and government buildings."

The law adopted by Washington's city council in 1976 bars residents from owning handguns unless they had one before the law took effect. Shotguns and rifles may be kept in homes, if they are registered, kept unloaded and either disassembled or equipped with trigger locks.

Opponents of the law have said it prevents residents from defending themselves. The Washington government says no one would be prosecuted for a gun law violation in cases of self-defense.

The latest wave of cyber attacks will likely be out of the box -- literally. Security researchers recently detected yet another crimeware toolkit that has the ability to turn established and legitimate Web sites into malware traps while constantly mutating to evade detection.

The new crimeware Trojan, which was first detected by San Jose-based security company Finjan, infected more than 10,000 Web sites in December alone and has likely affected hundreds of thousands of sites throughout 2007, experts say. Finjan researchers also assert that the number of affected sites will rise exponentially in the next 12 months, due to the fact that the toolkit enables attackers with very little experience to rapidly infect an enormous amount of machines in a short amount of time.

The burgeoning wind power industry has spurred the construction of new manufacturing plants in Arkansas, Kentucky, Oklahoma, and South Dakota. DMI Industries, a wind tower manufacturer, announced in May its plans to acquire a facility near Tulsa, Oklahoma, that will give the company the ability to produce larger towers for offshore wind plants and to ship them overseas. DMI intends to modify the existing plant for its purposes by early 2008. The facility features 500,000 square feet of production space and will ultimately employ up to 450 people. In late June, Knight & Carver held the grand opening for its new 26,000-square-foot wind blade production and repair facility in Howard, South Dakota, bringing at least 35 jobs to the state. On July 18th, LM Glasfiber announced that they will also build a new wind blade facility, to be located in Little Rock, Arkansas. The plant will begin operations early next year and will employ more than 1,000 people within five years.

No one keeps track of time better than Ferenc Krausz. In his lab at the Max Planck Institute of Quantum Optics in Garching, Germany, he has clocked the shortest time intervals ever observed. Krausz uses ultraviolet laser pulses to track the absurdly brief quantum leaps of electrons within atoms. The events he probes last for about 100 attoseconds, or 100 quintillionths of a second. For a little perspective, 100 attoseconds is to one second as a second is to 300 million years.

But even Krausz works far from the frontier of time. There is a temporal realm called the Planck scale, where even attoseconds drag by like eons. It marks the edge of known physics, a region where distances and intervals are so short that the very concepts of time and space start to break down. Planck time—the smallest unit of time that has any physical meaning—is 10^-43 second, less than a trillionth of a trillionth of an attosecond. Beyond that? Tempus incognito. At least for now.

A pair of round, gold-rimmed sunglasses worn by Beatle John Lennon that set a fashion trend has come up for auction at a British Web site with bidding said to be as high as $1.5 million.

The glasses, put up for bid late last week at Web site 991.com, belonged to Japanese television producer Junishi Yore who was a translator for the Beatles in 1966.

Yore's account of the glasses' authenticity is on the Web site.

Several media reports said the bidding was frenzied, with prices rising into the millions, but 991.com sales marketing director John Warner declined to confirm a figure saying the auction was secret. Bidding is set to end on July 31.

"I think it's fair to say this has created a bit of a stir," said Warner about the auction of Lennon's glasses.

The glasses come with Yore's handwritten note saying he got them when the Beatle was on tour in Japan. Lennon befriended Yore and before the two parted, they exchanged gifts. Lennon gave Yore his glasses, and Yore gave Lennon copper cups.

Lennon was often photographed in his round, wire-rimmed glasses, and the image became iconic for young men and women of his generation who adopted the same look.

When Lennon was murdered outside his New York apartment in 1980, Yore pushed the lenses from the sunglasses in accordance with a Japanese tradition that calls for the glass to be displaced so that the soul can see in the afterlife.

Update : Google said on Monday it has agreed to acquire e-mail security company Postini for $625 million expanding its package of online applications to compete with Microsoft's Office software.

Postini supplies security and encryption services, protecting instant messaging, e-mail and other communications to more than 35,000 businesses and 10 million users worldwide. Google said the deal could enable it provide organizations with more hosted services similar to its Google Apps package, which includes its e-mail service Gmail, Calendar, and Talk, its messaging service.

Google has been expanding its range of services from Web search and advertising to include popular software applications for businesses, such as word processing, putting it in direct competition with Microsoft's Office package of applications.

Google said its Google Apps has been adopted by more than 100,000 businesses to date.

BOSTON--Some big names in search met Thursday at the Red Herring East conference and allowed their brains to be picked by venture capitalists eager to find the next good idea.

A panel consisting of Ask.com, Answers.com, Truveo/AOL and Microsoft search gurus deflected a slew of questions.

Who do you think are the next big search companies to watch? Who's going to go public? How are we going to monetize video search? Is it better to be a video search engine, or allow people to watch the video on your site once they find it?

Similar to what industry experts said of mobile video earlier in the week, it's not the technology holding things up. It's figuring out how to monetize all these new things, said the panelists.

The panelists said they were impressed with search engines like ZoomInfo.com, the job candidate search engine, and Mahalo, the search engine started by publishing entrepreneur Jason Calacanis that uses human-created results for the most popular searches.

While Mahalo is considered unique, none of the panelists sees it, or any other significant breakthrough on the horizon, as changing the definition of search.

Radio Frequency Identity technology, the communication over certain radio frequencies between a small microprocessor with an antenna and its reader, has been used for decades to track inventory and for shipping purposes.

Increasingly, small chips outfitted with the technology are implanted in domestic pets and livestock too. The technology is also used in the health care industry and in new U.S. passports. In California, RFID is probably best known, though, for enabling the FasTrak system to speed commuters through toll bridges. In fact, FasTrak devices in cars also provide the information for billboards that advertise traffic delays.

But as the wonder-technology has expanded its reach to security applications in California--like identification documents at colleges and entrance cards to secure buildings like the Capitol--a diverse coalition has formed to address privacy fears that the RFID industry believes are unwarranted.

Boyd says he has discovered a new Skpe-based worm that manages to jump the fence and infect other IM clients such as Trillian, ICQ, AIM, Yahoo Messenger and MSN Messenger. Boyd also talks about his ongoing work with botnets, in particular one network that appears to be using the botnet's spam profits to buy firearms for a Middle East terrorist cell.

Also on the show, Vamosi talks about Apple's almost-monthly patch cycle, addressing 17 flaws in its latest update, including one affecting specially crafted PDF files, as well as fixes for flaws in Bind, Fetchmail and GNU Screen.

And Vamosi discusses a war in Estonia--online. Up to 128 Estonia-based URLs, including government sites, were victims of denial-of-service attacks over a two-week period. At the height, 58 sites were attacked May 9, 2007, which is Victory Day in Russia, where many of the attacks are thought to originate.

LAS VEGAS--Apple on Sunday introduced Final Cut Studio 2, its high-end video-editing software, and unveiled Final Cut Server, designed to help broadcasters manage post production.

As Apple's software continues to gain influence over how feature films and broadcast television shows are edited, the company's showcase at the National Association of Broadcasters convention here was filled to capacity on Sunday.

The new server, along with 10 concurrent licenses, will go on sale sometime this summer for $999. Those wishing to buy a server with unlimited licensing will pay $1,999.

Final Cut Studio, also due to be released this summer, will run $1,299 or $499 for an upgrade.

Apple received applause when demonstrating the upgrades to Final Cut Pro. Apple now allows for the editing of different video formats at the same time, the removal of unwanted camera movements, and speeds up the process for dialogue replacement.
